Presentation of Special Report “Topical Issues in the Protection of Human Rights in Counteraction to Human Trafficking in Kazakhstan” by the Commission on Human Rights under the President of Kazakhstan

In her speech, Gulshara Abdykalikova emphasized the uniqueness of the report and drew attention to the recommendations aimed at improving the mechanisms of interaction between law enforcement bodies and NGOs in the fight against human trafficking, as well as rendering social services to the victims of trafficking.

Heads of central government bodies, representatives of the legislative, executive and judicial branches, law enforcement agencies, legal scholars, heads of international organisations and members of the Diplomatic Corps, as well as representatives of notaries, educational institutions, science and culture, health care, business and media took part in the event.

The report was presented by members and experts of the Commission Tastemir Abishev, Vitaly Voronov, Nurila Shakhanova, Raissa Yurchenko and Zulfiya Baisakova, who answered the questions of attendees and guests.

It was noted that the report provides a comparative analysis of national legislation and law enforcement practice in the field of protecting the rights of victims of trafficking in line with the international treaties ratified by Kazakhstan. It also contains an evaluation of public authorities’ activities, as well as specific steps to further improve the mechanisms for the protection of socio-economic, labour and cultural rights of vulnerable groups in accordance with the Constitution and international standards.

Among the keynote speakers were Minister of Foreign Affairs Erlan Idrissov,  Chairman of the Commission on Human Rights Kuanysh Sultanov, Minister of Internal Affairs Kalmukhanbet Kasymov, Minister of Health and Social Development Tamara Duysenova, Head of the IOM Mission in Central Asia Dejan Keserovic, Deputy Head of the European Union Delegation to Kazakhstan Kamen Velichkov, Ambassador of Great Britain to Kazakhstan Carolyn Browne, Ambassador of the USA to Kazakhstan George Krol, and Ambassador of Norway to Kazakhstan Ole Johan Bern.

The speakers gave high assessment to the report, noting the beginning of practical implementation of their recommendations by the Government and the Parliament.
